Landsdowne -- Committee-Style
Do you have an interest in your community? Would you like to become more involved in our community or just simply share your ideas and passions? Plans and decisions often start at the committee level. And have we got committees. Anyone in good standing in Landsdowne is welcome and encouraged to join -- owners and renters are all welcome.
A brief overview of our present committees follows. For additional information, requirements and needs of each committee, please contact the various committee chairs, The list is located by clicking our Contact Us link.
Architectural Review Board -- (Chair: Kent Bonner)
Committee Members: Tia Jones, Dara Gartland
The ARB is supported by a dedicated group of homeowners that volunteer their time to interpret the community guidelines and evaluate exterior modification proposals. They take great pride in serving the Landsdowne community and maintaining the aesthetic character of its built environment. The Architectural Review Board (ARB) serves several community functions, including, but not limited to:
- Review and approve, modify, or disapprove written applications submitted by owners and the association for improvements or additions to the lots, living units, and common areas.
- Condut periodic inspections to determine compliance with the architectural standards and approved plans for alterations.
- Adopts architectural guidelines, subject to modification by the BOD
Communications/Special Events -- (Co-Chairs: Cindi Potter, Vicki Lillicrapp & Manny Ovalle)

This committee serves several roles in Landsdowne.
- Serves as the primary internal and external information arm of our community.
- Develops and writes all print pieces including newsletters, flyers, email and phone blasts, Facebook (Landsdowne Community Association) group notifications, the Beulah Corridor monthly articles and community website.
- Coordinates marquee requests.
- Develops and sponsors community activities.
- Reviews suggestions and requests from residents for community activities and serves as sponsor where appropriate.
Government Liaison -- (Chair: Jay Dick)
This committee:
- Is tasked as liaison to our County Supervisors and State Delegates.
- Keeps the Landsdowne Board informed about any legislative business affecting our community.
Kids Issues -- (Chair: Cindi Potter)
Committee Members: Amy Horowitz, Sammie U, Cindy Martinez
This is our newest committee. We realize our younger residents are vital to our community --- they are a wealth of information, ideas and enthusiasm. This committee it structured to involve our kids, ages 3 through 18. The Kids' Issues Committee:
- Hosts Kids' Summits -- a town hall style forum where kids of all ages (and their parents) are welcome to speak candidly on issues of concern to our youth.
- Address the information received by developing action plans directly involving our kids in the plans, implementation and solutions.
- Establish programs and events to appeal to our kids.
- Coordinate community service projects to satisfy school civics requirements.
Landscaping -- (Co-Chairs: Cindi Potter & Marty Horowitz)
Committee Members:
Do you have a passion for planting containers, flower or vegetable gardens, trees and sbrubs? Is spreading the dirt a daily activity? This is the committee for you. The Landscaping Committee:
- Reviews our Master Grounds services contract with our landscape and lawn care provider.
- Reviews changes to the Master Grounds Contract as needed. Works with Armstrong Management and the Contracts and Planning Committee to develop RPFs for common area improvements.
- Addresses resident concerns when common area grounds care impacts private area plantings.
- Approves resident plans to adopt portions of the common ground for additional planting areas.
- Coordinates common area improvement projects with community service needs.
- Develops and implements community-wide landscape and landscape-related enhancements (such as our new seating areas).
- Sponsors the Yard of the Month and Holiday Decorating Contests.
- Serves as the community POC for snow removal.
Land Use -- (Co-Chairs: Vicki Lillicrapp & Marty Horowitz)
We may be a small community, but what goes on around us directly affects our property values. Our Land Use representatives:
- Attend monthly County Land Use Committee meetings and acts as our community representative.
- Report to the Landsdowne Board and community issues of concern. Some recent issues include BRAC, the Hilltop Development, Telegraph Road widening, and completion of the Route 1 connector (Mulligan Road.).
Parking -- (Chair: Manny Ovalle)
One thing that is certain, parking in a community such as ours will always be a problem. Developers are notorious for planning too few spaces to realistically accommodate the number of homes. When Landsdowne was planned, it was assumed each residence only had one car. Gone are those days. The Parking Committee has the responsibility to:
- Address resident parking issues and concerns.
- Develop parking plans where resident requests for reserved parking have been received.
- Coordinate with Fairfax County Police to monitor parking on County maintained streets.
- Ticket and tow vehicles in violation of Landsdowne parking rules and regulations in non-reserved parking spaces and the pool parking lot.
- Review and approve requests for extended parking permits in common area locations.
Pool -- (Co-Chairs: Liz Kraighman & John Magnacca)
This is our most visible committee. If you ever spend time at, or even walk or drive by the pool in the summer, you see this committee in action. Brief functions include:
- Reviews the seasonal pool contract and coordinates RPFs, along with Armstrong Management and the Contracts and Planning Committee when a change of service is needed.
- Authorizes pool repairs.
- Oversees pool pass design and distribution.
- Fields all resident inquiries regarding concerns, suggestions, comments in all areas of the pool season.
- Purchases amenities for pool use.
- Along with the Events Committee, coordinates water aerobics, swimming lessons and other pool activities.
Neighborhood Watch -- (Co-Chairs: Cindi Potter (571-237-5813) & Manny Ovalle *571-237-5812)
Committee Members:
This is not the Neighborhood Watch of years past. Do you walk the streets with your dog or for exercise? Do you come and go at odd hours? Are you home during the day? If so, you are already an informal member of Neighborhood Watch
- You do not carry a gun, wear identifiable clothing or directly confront suspected crimes as they happen.
- This committee is an informal group of concerned residents who serve as the "eyes and ears' of our community.
- This gives you a chance to protect yourself, your family, and your community by reporting signs of unusual activity, vandalism, and potential criminal behavior.
- Partner with the Fairfax County Police to deter crime and make Landsdowne a safe place to enjoy.
- Contact the Police Non-Emergency Number (703.691.2131) or the Neighborhood Watch Coordinator (571.237.5813) with any suspicious activity.
- Educate your neighbors on simple safety precautions for the protection of all of Landsdowne.
- Sponsor the Police National Night Out event, the second Tuesday of August each year.
Planning and Contracts -- (Chair: Vicki Lillicrapp)
Landsdowne really is a small town. It functions on plans and contracts that benefit us all. Our Planning and Contracts Committee:
- Identifies service needs for our community.
- Develops RFPs for services with the assistance of Armstrong Management.
- Reviews contract submissions and prioritizes responses.
- Makes recommendations to the Landsdowne Board for contract awards.
Recreation -- (Co-Chairs: Ron Ashby & Mark Spans)
We are fortunate to have several recreational facilities here in Landsdowne. Our Recreation Committee:
- In conjunction with Armstrong Management, oversees the condition of our tot lots, tennis courts, basketball court, soccer field, walking paths, and more.
- Keeps the Landsdowne Board informed of areas needing improvement.
- Recommends new recreation services and activities for consideration.
- Purchases equipment upgrades
- Sponsors Camp Landsdowne.
Welcome -- (Co-Chairs: Abby Bulliner & Melinda Fortunato)
Are you new to Landsdowne? The Welcome Committee wants to know. This committee:
- Is the first point of contact to make new residents feel at home.
- Provides welcome baskets and materials to all new residents on a one to one basis.
- Co-sponsors community-wide events both in actual sponsorship, and providing a Welcome Committee presence to answer questions new residents might have.
